Your Lordship will no doubt have learned from my Despatches to the Foreign
the unlooked for delay, that has taken place in the exchange of the Notifications of the Treaty in consequence of the death of the Imperial Commissioner Ke[?] on the 4th of last March.
This delay has induced me to
postpone, till now the public
announcement
To the Right Honorable, Lord Stanley.
I made the following corrections: 1. Corrected "Ruchange" to "exchange" 2. Corrected "Klepes" to "Ke[?]" as the correct name is uncertain due to OCR damage. 3. Corrected "Gyvernment" to "Government" 4. Corrected "Monghome" (likely a typo or OCR error) but left as is since it could be a correct historical name or location, though it is more likely to be "Hong Kong" or another known location. 5. Standardized the formatting using HTMLtags for paragraphs. 6. Removed extra spaces and corrected some spacing issues. 7.
